In the new HR Operating Model, the role of the Centre of Expertise (CoE) for Leadership, Talent Management & Learning (LTL), is to provide subject matter expertise to support HR Business Partners to deliver the people strategy. The LTL CoE will operate as a single cohesive group of senior specialists working across the Philips matrix globally supported by local LTL specialists providing relevant knowledge and resource in Markets. Some of the key challenges facing the CoE include strengthening the focus on building great leaders, by addressing critical skills gaps, and develop strong leadership pipeline, embedding an inclusive and systemic talent building mindset in Philips to maximise every employee’s capabilities to drive innovation, business performance, enabling all employees to self manage professional and career development through technology platforms, learning and career path guidance and open internal labour market and act on our aspiration to become a true learning organization.
Key areas of responsibility
Partner the HRBPs for CEE to drive LTL agenda in these markets
• Understand needs across the full range of LTL topics and practice areas within client businesses
• Deliver broad spectrum of global LTL CoE expertise, services to support business priorities. Provide advice, guidance and access to best practice across full range of LTL CoE topics (leadership development, talent management, culture, change, OD, D&I, and learning). Scope / identify resources required to drive major initiatives. Bring in relevant SME colleagues when useful to solve problems or decide how to meet specific needs (e.g. defining career path guidelines, using management assessment)
• Coach and enable client HRBPs and leadership teams to define and build required leadership and organizational capabilities to execute Philips’ business and LTL strategies. Support alignment of the various business and HR-led learning agendas within the overall Philips learning strategy . Define local strategies for developing market-specific organisational capabilities
• Promote leadership development activities in the markets including working with HRBPs on the talent review process to ensure strong succession and appropriate development plans in place and gaps are identified / addressed. Support roll out and access to global Leadership Development initiatives (e.g. ALP, DCs, Octagon). Identify needs and, if relevant, develop local leadership development programs and activities
• Act as level 2 point of contact for HRMs in these markets. Direct relevant enquires to LTL colleagues supporting sectors and functions globally as appropriate.
• Ensure global LTL best practices, tools and policies are effectively implemented in these markets
Manage relevant budgets relating to client-specific initiatives and programs, including oversight of relevant PPS-managed learning budget. Work with PPS learning delivery organization to ensure seamless service and effective working relationship
Develop and act as a global subject matter expert (SME) and thought leader for an LTL sub-topic. The topic for this role holder will be finalized after the interview process (for more information on other topics, please contact the recruiter).
• Draft SME topic: Assessment & development centers. Develops and supports best practice formats, templates and approaches for assessment /development centers for both global and local application, for different levels of employees and also functional areas, based on continuously refreshed knowledge of internal and external best practices. Remit includes defining content, format, assessor training, use of external suppliers and how such programs can be both scaled and applied in a cost effective way in different markets. Emphasis on supporting emerging market growth and capability development.
• Build external networks to stay current with and bring in emerging trends, innovations and good practice in SME area
Managerial responsibility for CoE Local Specialists based in CEE market, includes balancing workload across various market relevant initiatives, developing their professional capabilities, and managing performance.
Contribute to the success and development of the LTL CoE
• Drive and own the development of global LTL best practices, tools and policies by the LTL Partner + Group Expert team
• Work collaboratively and coach LTL CoE colleagues to ensure coordinated approach and deepen knowledge and capability within the CoE . Build and leverage internal & external networks to share & learn across organization boundaries and enable fast problem solving
• Work collaboratively with the other CoEs and within the wider HR community to drive the Philips talent strategy

Knowledge ,experience and skills
Knowledge and relevant experience of the following:
• Has at least 3 years experience with evidence of impact as specialist in Leadership Development, Talent Management and/or Learning
• Proven track record of relevant work experience in talent processes, leadership development, organizational effectiveness and/or learning
• Experience developing, and ideally also managing, people
• Understands business issues and challenges
• Track record of applying expertise in a practical way with demonstrable impact
• Some expertise in either Leadership Development, Talent Management and Learning, with demonstrated knowledge of current best practices and thought leadership in the field
Skills, capabilities and attributes

Education
